I think maybe the anomaly’s patching utility are only works in win 10 or 11, someone known how to work in win 7? or some version of this for win 7?
Non Functional, if it doesn’t ruin your installation the Garou team will be locked
installed properly but it mentions missing KOFVX.project file. pretty much bad update patcher

Can Someone Kindly Install the Files of the Update in a Separate folder and it so those who have trouble running the installer can just paste it… Thanks!
You have to reinstall the game if you have updated your game before prior 1.11 release.
1 – Clean install from FLT 1.0 (Fitgirl version works)
2 – Update to 1.11 patch
3 – Use Goldberg nodvd (found in kof install folder) to fix issue/main menu stuck, paste the “Engine” folder to kof install folder
4 – Browse this folder; Engine>Binaries > Thirdparty > Steamworks > Steam152 > Win64 > steam_settings. Inside the folder, click DLC.txt, add these two lines inside the txt (thanks chai!)
